Labc Partner Authority Scheme
One local authority to cover the whole of England and Wales
The LABC Partner Authority Scheme (PAS) is designed to help companies that operate in multiple locations and deal with many local authorities. The scheme enables a company or adviser to have a one-to-one working relationship with a preferred local authority for advice and plan appraisal. The site inspections are carried out by the local authority where each project is carried out.
As a home owner this may be confusing as you may end up dealing with two different authorities. If this is the case, then the process has failed! The partnership scheme should be a seamless 'back office' service leading to the issuing of a decision notice by the 'inspecting authority' i.e. the authority where the work is located.
Why does the scheme exist?
There are a number reasons why the partnership scheme was created, however for smaller authorities like NWLDC, it allows local Architects, design practices, and developers to from partnerships with us and deal only with one person. With the best will in the world it is impossible to get all local authorities to agree on interpreting the Building Regulations, consequently designers often have to change their plans and specifications depending on how an authority has interpreted the legislation and guidance. To make their life easier, the scheme allows a designer to focus on one authority, indeed often one person, so they don't have to keep "reinventing the wheel". Its also easier to discuss pre-application advice, and often we share training opportunities.

NWLDC welcomes partnerships with orgnasisations with a design responsibility, irrespective of whether it's for major commercial projects, house building, or small domestic extensions.
