Results of North West Leicestershire District Council Planning Committee – Tuesday 3 October

At the meeting of Planning Committee held on Tuesday 3 October, three planning applications were considered. One was permitted and two were refused. Please see the table below for more detail.

An application to change the already approved building of up to 800 homes on land at Grange Road, Hugglescote, was permitted.

The changes are to the site access arrangements, and a lowering of the number of affordable houses to be built from 20 per cent to 7.5 per cent. The money that the developer will pay for strategic highways will increase from £790,619 to in excess of £2 million if all 800 houses are built.

The committee added an amendment to the application that will see those highway contributions ring-fenced for a direct road link between the A511 and the site.

Speaking about the decision, Deputy Chairman of Planning Committee, Councillor John Bridges said: “This development, which was given outline planning permission in 2012, is an important part of our emerging Local Plan and helps us to meet the requirements for new housing in the district.

“The council has recently had to defend the Whitwick Green Wedge from housing developers, and if we had not made the difficult decision to enable this scheme to be built, the wedge would inevitably have come under threat once again, sooner rather than later.

“We carefully considered concerns raised about the changes to the scheme but reluctantly accepted that they are needed to help to make this important development viable. The committee did however add an amendment to ring fence the highways money to be spent on a new link road between the A511 and the site, to help traffic both during construction and after its completion.”

Whilst the amount of affordable housing has had to be reduced to keep the scheme viable, the previously proposed primary school, public open space, sports facilities and the developer’s contributions to improving healthcare facilities at the nearby Hugglescote Surgery would be unaffected by the changes.
