Background

The Government, through the Department for Levelling Up, Housing and Communities introduced new regulations to support businesses entitled to COVID-19 Additional Relief Fund (otherwise known as CARF).

This fund will be available to support those businesses affected by the pandemic that are generally ineligible for existing support linked to business rates.

As this is a discretionary relief each local authority will have to decide which businesses it wishes to support, and a policy created to detail their respective schemes.

North West Leicestershire District Council (NWLDC) has created its scheme and businesses identified in the sectors the Council are looking to support.

If you are contacted (via letter) by NWLDC you may be able to apply for the relief scheme. The application process is managed through an online process and can you complete the application form by following the link:

If after reading the eligibility criteria, you feel your business has been affected and may be entitled then you will need to submit an application.

If you are not contacted by NWLDC (via letter) than your business or organisation does not meet the criteria necessary to be able to be supported by the CARF.

Requests/submissions for this relief need to be made by midnight on the 31 August 2022.  Any requests after this date will not be accepted.

Eligibility

This relief is applied to business rates accounts for 2021-22 financial year only.

Businesses must have been adversely affected by the pandemic and have been unable to adequately adapt to that impact. Businesses that have received Expanded Retail Relief or Nursery Discount or those which are unoccupied in 2021-21 are ineligible for CARF.

Reliefs will be awarded after mandatory and other discretionary reliefs have been applied.  The amount of relief awarded to each eligible business will be equal to 14.2%, subject to a maximum award per hereditament of £20,000, of their net Business Rates liability irrespective of their rateable value.
