A New Choice Based Letting System
Choice Based Letting is how we allocate council housing and some housing association properties.
We will be moving to a new system for Choice Based Lettings at the end of July 2018. This move means there will be some changes to housing register applications and property advertising between May and July.
The register will close to new applications on the 31st May
The housing register will close to new applications on the 31st May to allow us to process any outstanding applications and make them live before the switch over. Any incomplete applications will have to be submitted before this date or you will have to re-submit your details on the new system and you will not be able to bid on properties until we go live on the new system on the 26th July.
Any applications received between the 21st May and the 31st May who provide the required supporting evidence within 14 days will be automatically transferred onto the new system and will be able to bid on the old system up until switch over.
Those with an urgent housing need (e.g. homeless or at risk of becoming homeless) should contact the Council's Housing Advice Team on freephone 0800 9520079.
Every household will need to re-register their information on the new system in order to be able to continue bidding on properties. To do this you will need to complete the new online application form and submit your supporting evidence e.g. identification documents. The online form will be available from the 11th June and you will need to have submitted all the information by the 6th July in order to be ready to bid on properties advertised after the 27th July.

You will be able to upload your documents directly into the system and we will now be able to accept a clear mobile phone picture of a document as evidence.
PLEASE NOTE: We have a minor issue with some of the document uploading sections of the online application form. We are looking to fix this as soon as possible. In the meantime please use the uploader at the end of the form for any documents you have been unable to submit.
Please note that the new scheme will NOT be a sub-regional scheme so will only be available for those with a connection to North West Leicestershire.
New Allocations Policy
When you submit your new application it will be assessed under our new Allocations Policy Allocations policy 2018 (Word Document, 0.21 Mb) For a small number of people this may mean that your banding will change. Further information about changes to bandings and application dates can be found in the Frequently Asked Questions section below.
Bidding for properties
Properties will continue to be advertised on the old system until the 11th July. Properties will be advertised on the new website starting from the 27th July.
Advertising cycles will stay the same - Thursday - Tuesday

Frequently asked questions
Why do I have to register again?
We are moving to a new choice based letting scheme for North West Leicestershire called NWL Homes. This is necessary as we were previously part of a sub-regional scheme which no longer exists. We have also introduced a new Allocations Policy to improve the way deal with applications and lettings. In order to introduce our own scheme and apply our new Allocations Policy we need everyone to register again on our new system.
How do I re-register?
Visit the new website and complete the online application form (details will be sent out week begining 4th June).
You will need to provide documents to support your application. The new system will allow you to upload digital documents, for example you will be able to photograph the relevant documents on your mobile phone and upload them.

When can I re-register?
You will be able to register from the 11th June until the 23rd July. You will need to have re-registered by the 6th July if you want to be able to continue to bid for properties when the new system goes live.
What will happen to my registration date?
As long as you submit your re-registration application by the 23rd July you will keep your original registration date.
Will my banding change?
Bands are how we categorise applications based on a household’s housing need.
When you re-register, your application will be assessed against our new Allocations Policy. The new Allocations Policy has slightly different bands and criteria for each band so the banding that you are given when you re-register may be different.

You will have an opportunity to ask for a review of that band if you think we have got it wrong.

If my banding changes what will happen to my registration date?
The registration date is used to prioritise bids from within the same band. If your priority changes and you are put into a higher Band your date will change to the date you were given the higher band (the date you re-registered).
If you are moved back down to a Band you were in before, then you will be given back the date you had when you were last in that Band. If you are put into a lower band then you will keep your original registration date.
Will the properties still be advertised in the same way?
Properties will still be advertised from Thursday until Tuesday and you will still have 2 bids available each week. The new system will allow us to show you additional information about properties which should make it easier for you to decide if you want to bid for them.
As the scheme is no longer sub-regional we will only be advertising properties for rent in North West Leicestershire.
I was registered under the sub-regional scheme but I don’t have a local connection to north west leicestershire?
If you don’t have a local connection to North West Leicestershire or are eligible on other grounds then you won’t be able to re-register under our new scheme. You will need to apply separately to Local Authorities where you have a local connection under their allocation rules.
