Tier 4 Grant Funding 31 December to 4 January 2021

Grant applications are now open for businesses that were required to close due to Tier 4 restrictions (31 December to 4 January) and due to the National Lockdown restrictions.

North West Leicestershire was in Tier 4 from Thursday 31 December 2020 to 4 January 2021. All businesses who qualified for the Local Restrictions Support Grant for the November national restrictions will be contacted and asked to confirm if they wish to apply for the new grant using the information they have previously provided in order to help to speed up the processing of your  application. You will be required to sign a declaration confirming that the circumstances of the business remain the same.

The Tier 4 grant funding scheme will pay qualifying businesses a pro-rata grant based on the rateable value of the premises. To be eligible, your business must be in North West Leicestershire, pay business rates and have been mandated to close to the public as part of the Tier 4 restrictions.

Tier 4 Grant payments will be made to businesses on a pro-rata basis for the days in the Tier 4 period – 31 December 2020 to 4 January 2021 a total of 5 days: 

£238 for business properties appearing on the local rating list with a rateable value of exactly £15,000 or under on 31 December 2020

£357 for business properties appearing on the local rating list with a rateable value of over £15,000 and less than £51,000

£536 for business properties appearing on the local rating list with a rateable value of exactly £51,000 or above

Additionally there are two new grants available which are the National Lockdown Grant which is effective from 5 January 2021 payable for six weeks and the Closed Lockdown Payment which is a one off grant. These grants will be combined and paid as a single payment and if you qualify for Tier 4 grant funding we will contact you and ask you to confirm you wish to apply for this combined grant using the information supplied previously. You will be required to sign a declaration confirming that the circumstances of the business remain the same.

Applications must be made online by the closing date on 31 March 2021.

National Lockdown Grant Funding from 5 January 2021

National Lockdown Grant payments will be made to cover a 6-week period from 5 January 2021. Applications must be made online.

£2,001 for business properties appearing on the local rating list with a rateable value of exactly £15,000 or under on 31 December 2020

£3,000 for business properties appearing on the local rating list with a rateable value of over £15,000 and less than £51,000

£4,500 for business properties appearing on the local rating list with a rateable value of exactly £51,000 or above

Closed Lockdown Payment - One off Top up Grant

On 5 January 2021 the Government announced a one-off grant payment to retail, hospitality and leisure business who are closed.  The grant payment will be made to business rate payers based on their rateable value. 

These grants payments will be:

£4,000 for a business occupying hereditaments with a rateable value of exactly £15,000 or under

£6,000 for a business occupying hereditaments with a rateable value over £15,000 and less than £51,000

£9,000 for a business occupying hereditaments with a rateable value of exactly £51,000 or above

National Restrictions Discretionary Support Grant

Some businesses, such as those that are not ratepayers or have not been mandated to close by law, will not be eligible for the grants detailed above. To support these businesses we are relaunching our National Restrictions Discretionary Support Grants.

Eligibility

Eligibility for these grants is the same as the November grants, which means businesses must be:

  • Based within North West Leicestershire
  • Not be eligible for the grants detailed above
  • Have been trading prior to the lockdowns
  • Have closed or been severely affected by the restrictions; and
  • Must not be in administration, insolvent, have a striking-off notice issued against it or have exceeded state aid limits.

Value of grants

This will cover the period from 31 December, when North West Leicestershire entered tier 4 restrictions, to 15 February. Payment amounts will match the mandatory schemes as follows:

In addition to the above, we will also add a one-off top up payment for businesses in a business premises. These payments will be £4,000, £6,000 or £9,000 based on the rateable value, rent or mortgage costs as per the table above. This will be applied automatically as part of the application process.

Businesses based from home or operating from a vehicle can apply for this grant but will not be eligible for the top-up element of the grant, reflecting their lower costs. The council reserves the right not to award top-up values where the grant may exceed the business’s normal income.

Application process

Businesses will be able to apply for these grants through grantapproval.co.uk. We will run two application forms:

  • Streamlined application for businesses that have already received a discretionary grant. As the eligibility requirements for these grants are largely the same as the November lockdown grants, businesses that received a discretionary grant for the November 2020 lockdown can apply via a shortened application form. No further evidence will be required as part of the application process, although the council will contact businesses if further information is required to process the case. Businesses should log onto grantapproval.co.uk and use the application form called “Discretionary Grants - January 2021 Lockdown - Streamlined Application”.
  • Full application. Businesses that were not eligible or did not apply for the November discretionary grant will need to submit a full application to demonstrate they meet the criteria. Businesses should log onto grantapproval.co.uk and use the application form called ““Discretionary Grants - January 2021 Lockdown – Full Application”.
