Why are we doing this review?  

North West Leicestershire District Council has resolved to carry out a Community Governance Review to consider the creation of town and parish councils in the unparished  areas of the district.  

Since the decision to carry out the review, the government has announced that it wants to replace district and county councils with new unitary councils under local government reorganisation plans. These new authorities are due to come into effect in 2028. 

Coaville does not currently have a town council, unlike most of North West Leicestershire. 

A town council would ensure local people, businesses, and communities continue to have a say in how their town is run. 

This initial consultation seeks your views before any draft recommendations are prepared.

What is a town council? 

Town councils are the most local level of elected local government that represent the interests of their community and are funded through an additional charge added to council tax bills, called a ‘precept’.  

Town council activities fall into three categories: delivering services to meet local needs, giving the community a voice and representation, and improving the quality of life and community wellbeing. 

Town councils run numerous services, depending on their council size. These can include delivering services (such as allotments, car parks, celebrations and festivals, community centres, litter bins, parks and open spaces, and public toilets), improving the quality of life (such as community hubs, neighbourhood plans, funding community projects and services, setting up dementia-friendly groups, solar panels, tackling loneliness and youth projects), and giving the community a voice (such as on planning matters with principal authorities and developers, local police and health services, and the government 

Who is being consulted? 

All local residents of Coalville and the surrounding area are being consulted in the proposal together with local businesses, local public and voluntary organisations, such as schools, health bodies and residents’ groups.  

Business and groups do not need to be located in Coalville but should have links with Coalville and its residents.
