On 28 November 2025, North West Leicestershire District Council 'made' the Ashby de la Zouch Neighbourhood Plan Review (2025).

It now forms part of the Development Plan, alongside the North West Leicestershire Local Plan, and should be used in the determination of planning applications in the plan area. The Neighbourhood Plan Review replaces the previous Ashby Neighbourhood Plan (2018).
The District Council has published a Final Decision Statement (Ashby Neighbourhood Plan Review) (PDF Document, 0.16 Mb) in accordance with the Neighbourhood Planning Regulations.
A hard copy of the plan and the Decision Statement can be viewed at the council's Customer Centre by appointment. Please contact the Planning Policy team to arrange.
Referendum
A Referendum relating to the adoption of the Ashby de la Zouch Neighbourhood Plan Review took place on Thursday 20 November 2025.
82.96% of those who voted agreed that the Ashby de la Zouch Neighbourhood Plan Review be used in the determination of planning applications in the Neighbourhood Area.

Examination
The Examination has concluded.
Andrew Freeman BSc (Hons) DipTP DipEM FRTPI was appointed as the Examiner for the Ashby Neighbourhood Plan Review. His report was issued on 19 August 2025. It concludes that, subject to some proposed modifications, the Ashby Neighbourhood Plan Review can proceed to Referendum.

The Examiner's letter (24 June 2025) set out procedural matters, concluded on the Examination procedure and asked a number of questions of the Town Council. The Town Council submitted its Response to the Examiner's Questions on 3 July 2025.
Submission Consultation
Ashby de la Zouch Town Council submitted the Ashby de la Zouch Neighbourhood Plan Review (2025) to the District Council. In accordance with Section 16 of the Neighbourhood Planning (General) Regulations 2012, consultation on the submission version of the Plan took place between Monday 7 April and Monday 19 May 2025.

The Neighbourhood Plan Review documents and the consultation responses will be sent to the independent Examiner appointed to hold the Examination into the Neighbourhood Plan Review. From there on, it is down to the Examiner to decide how the Examination should proceed.
Pre-submission Consultation
In 2022 Ashby de la Zouch Town Council decided to review its made Neighbourhood Plan. Consultation on a draft version of the Neighbourhood Plan Review ran between 5 August and 23 September 2024.
