'Made' Plan

On 16 July 2019 North West Leicestershire District Council 'made' the Neighbourhood Plan.  It should now be used to help determine planning applications within Ellistown and Battleflat.

As required by the neighbourhood planning regulations the Ellistown & Battleflat Neighbourhood Plan – Final Decision Statement (PDF Document, 0.28 Mb) has been published.

Paper copies of the Neighbourhood Plan and Decision Statement can be viewed in Ibstock and Coalville libraries and at the District Council offices in Coalville during normal opening times.  

Referendum

The Ellistown and Battleflat Neighbourhood Plan Referendum took place on Thursday 27 June 2019.

The question asked at the referendum was: Do you want North West Leicestershire District Council to use the Neighbourhood Plan for Ellistown and Battleflat to help it decide planning applications in the Neighbourhood Area?

The result was:

Yes - 239

No - 35

The District Council is now required to make (i.e. adopt) the Neighbourhood Plan within 8 weeks of the Referendum.

Decision Statement

The Qualifying Body have approved the Examiner’s recommendation for the amendments to the plan.

On 12 April 2019 the District Council agreed to proceed to referendum on the draft Ellistown and Battleflat Neighbourhood Plan.  As required by the Neighbourhood Planning (General) Regulations the Ellistown and Battleflat Neighbourhood Plan Decision Statement (PDF Document, 0.25 Mb)has now been published.

The Examiner's report concludes that, subject to making proposed modifications, the Neighbourhood Plan should proceed to a Neighbourhood Planning referendum.

The District Council collated these representations and passed them on to the Independent Examiner. The Independent Examiner looked at the responses received and the Neighbourhood Plan documents to assess whether the Plan meets the Basic Conditions and can proceed to referendum.

Submission Neighbourhood Plan

In September 2018, Ellistown and Battleflat Parish Council submitted the Ellistown and Battleflat Neighbourhood Plan to the District Council.

In accordance with Section 16 of the Neighbourhood Planning (General) Regulations 2012 North West Leicestershire District Council consulted on the neighbourhood plan for six weeks between 27 September 2018 and 8 November 2018.

It is the responsibility of the District Council to collate all the responses and pass them onto the independent Examiner (when appointed), who will look at them and the Neighbourhood Plan documents when assessing whether the Plan meets the Basic Conditions and can proceed to referendum.

Pre-Submission Consultation

In August 2017, the Parish Council published a Notification of Formal Consultation on the Neighbourhood Plan to accompany the publication of the pre-submission draft Neighbourhood Plan.

Neighbourhood Area Designation

In December 2013 Ellistown and Battleflat Parish Council applied to North West Leicestershire District Council for designation of a Neighbourhood Plan Area under Part 2 of the Neighbourhood Planning (General) Regulations 2012.  Details of the application can be viewed below:
