Planning

Welcome to the Planning pages of the North West Leicestershire Council website.

Planning is made up of  Development Control and Planning Policy and is also supported by Planning Enforcement colleagues in the Councils Street Action Team.

Development Control is the department that provides pre-application planning advice, from the consideration of whether planning permission is required, to providing informal advice on development proposals.  Development Control are also the department responsible for determining planning applications, which includes engaging with the local communities who may be affected as part of a statutory consultation period.  Subsequent to any decision Development Control process any appeals, and deal with the discharge of any planning conditions.

Planning Policy set in place the framework against which development proposals are assessed. Planning policy at a local level has to be in conformity with national planning policy, and given that this is in a process of change the team are busy preparing a Local Development Framework to replace the saved policies of the Local Plan including the new Core Strategy.

By utilising the links on the left of this page you can find out a lot more about planning in North West Leicestershire.  You can comment on an existing planning application.  You can find out the necessary information that you will need to submit a planning application and also obtain the necessary forms to enquire whether planning permission is required for a development you may be proposing.

If you are keen to be involved in shaping the future growth and development of the district, you may be interested in our planning policy pages, which detail how to get involved in consultations and discussions over where and when development occurs in the district.

If you have identified a  potential breach of planning control you can report this to the Council for further investigation by going to the Development Control Enforcement pages of the website.

We hope you manage to find what you are looking for on our pages.  If however you require any further assistance please do not hesitate to call us on the numbers provided to the left hand side of this page or depending on your enquiry you can email us on either development.control@nwleicestershire.gov.uk, planning.policy@nwleicestershire.gov.uk or planning.enforcement@nwleicestershire.gov.uk

Our Customer Focussed Approach to Planning

As a department we appreciate that Planning is an emotive topic, and the decisions taken can result in one parties happy outcome being to the expense of another’s wishes.  To remain impartial in this process Planning Officers work to the guidelines set down by the Royal Town Planning Institute’s Code of Conduct in terms of providing professional planning judgements and recommendations that are based upon a robust assessment of current planning law, legislation and policy.  There are clearly times when this may conflict with the view of local residents, and planning matters can often become highly charged in this respect.

The Planning Officers role is to weigh up all the considerations, those relevant, and those that are not, and enable the Council to make sound planning decisions.  Above all, the planning department seeks to offer a customer focussed approach to our service users, and we monitor our performance regularly.

Based on our Annual Survey the current Customer Satisfaction Level with the Planning Service is  92.4%

We assess our performance against the following criteria:

1.       Ease of contact with Planning Services

2.       Time taken to respond to query/application

3.       Ease of understanding the information/advice given

4.       How competent the staff were

5.       Helpfulness and courtesy of staff you dealt with.

6.       Overall, how satisfied are you with the service provided

What Our Customers Say About Our Planning Service.

We are always pleased to hear from customers of the service, both where they can offer praise, and in particular constructive criticism.  This is in order that we can help to continually review and improve the service we offer.  We feel that our customers are the best judges of the service we provide … here is some of the recent feedback we have recently received:

“I am very satisfied in all respects.  My application wasn’t a big job, but the help, courtesy and respect shown by the planning people and conservation officer was excellent.”

“No complaints, great advice which ensured application determined on time.  Planning Officer was great at communication as always.”

“Really impressed, the Tree Officer made himself available very quickly, offered good advice and got the application processed very quickly.”

“We deal with a lot of planning authorities and find North West Leicestershire  a breath of fresh air, believe me.”

“The Planning Officer was really nice and went through the application where I wasn’t sure, and it was so useful that I could email him regarding the status of my application and he would call back when asked to.”

"I spoke to the Planning Officer and her colleague, both were very helpful.  Pre-planning and planning processes were smooth, efficient, I'm very happy overall."

“VERY HELPFUL! Could you give talks to other Local Planning Authorities on how to deal with applications?”

As part of the Better Business for All programme to simplify business regulation, we are working in partnership with the Leicester and Leicestershire Economic Partnership (LLEP) and local businesses to improve the business experience of Planning Services in Leicester and Leicestershire.

To progress this initiative, we would really like to hear about your recent experiences of Planning Services; whether positive or negative. More importantly we would value your honest feedback on what is important to you and how you would like local planning services to be delivered in the future.

If you would be able to assist with this project by taking 5-10 minutes to complete this anonymous survey, it would be most appreciated.
