District council services
We have robust preparations in place and our priority is to keep all our key services running and support our communities in every way we can.
We’ll post regular updates on this page to keep you informed of how our services are running.
Please remember that services such as education, roads and adult social care are services provided by Leicestershire County Council.
Customer services and contacting us
Our customer services team is now prioritising phone and email contact, and as of 25 March our council offices are closed to visitors in the interests of the health and wellbeing of staff and customers
Many of our services are available online through MyAccount - this is the quickest and easiest way to access the majority of our services.
Alternatively, please contact us on 01530 454545 or by email at firstname.lastname@example.org - our lines are open between 9.30am and 5pm.
We are very busy and receiving lots of calls – so please be patient and avoid contacting us if your query is not urgent.
From Monday 30 March garden waste and cardboard collections are suspended across the district.
We’re really sorry – we know these collections are important to you. Staffing pressures and the need to do more to help our crews follow social distancing guidance means we need to slim down our service and prioritise black bin and recycling collections - these will continue as normal.
If you have space please consider setting up a compost heap for your garden waste and cardboard. Further advice on how to dispose of cardboard and garden waste is located on our coronavirus recycling and waste page.

We have also currently suspended our collections of:
- Bulky waste
Advice on getting rid of your bulky waste
- Food waste (for the 2,000 households on the trial in Measham, Appleby Magna, Appleby Parva, Chilcote, Newton Burgoland, Snarestone and Swepstone)
Advice on home composting
All black bin and recycling collections are currently running as normal
Please note, we are unable to take side or additional waste next to black bins. We are not able to offer this as we only have the staffing and operational capacity to empty black bins. We thank customers for their understanding.
Council Tax flexibility
In light of the coronavirus pandemic we've created some flexible options around how and when you pay your bill. These include allowing you to:
- Spread the cost of your bill over 12 months instead of 10
- Delay your first payment of the 2020 financial year until June.

Struggling to pay council tax and/or rent?
Closure of parks and playgrounds
We have officially closed our parks and playgrounds in an effort to support social distancing, prevent mass gatherings, and ensure your safety and wellbeing.
There are still ways to access some of our parks and open spaces on foot as you take the opportunity to get daily exercise but if you choose to do so, please be careful to observe social distancing, do not use any equipment, and stay two metres away from others.
Our public toilets in Coalville and Ashby de la Zouch are now closed until further notice
Car parking in NWLDC car parks is now free - you do not need to get a ticket.
This is not to encourage visits to the town centres, but we hope that residents working from home will be able to use the spaces.
Coalville Market is now closed in line with the Government's social distancing advice.
Tenant services such as housing repairs and resident involvement
All non-emergency repairs, maintenance and home improvements have now been suspended to ensure the health and safety of both our tenants and staff.
Tenants with emergency repair requests only should contact us at email@example.com or call 01530 454635 (9.30am to 5pm weekdays). At all other times please our out of hours number 01530 454789.
Social activities run or supported by our resident involvement team are being assessed on a case by case basis and you'll be notified locally whether these are going ahead.
Supporting the homeless or anyone under imminent threat of homelessness is a critical service that is fully operational. We can provide our full support through email firstname.lastname@example.org or on on our freephone number (0800 952 0079). You can still come to our council offices if contacting us by phone and email are not possible.
Employers, employees and businesses
Our Business Rates team is now pulling together and administering all of the financial relief that the Government has outlined for businesses. We now have a dedicated webpage for employers, employees and businesses with lots of helpful informationthat is being updated regularly.
The Government also has its own webpage for employers and businesses providing advice about COVID-19.
For businesses in the tourism and hospitality sector, Visit Britain has lots of useful information on its website.
The community leisure facilities in Measham, Ibstock and Castle Donington are also closed.
All the community classes our leisure services team runs are cancelled due to the social distancing policy that the Government has put in place. This includes our popular Steady Steps programme.
The team is working to let everyone know that classes have been cancelled, but if anyone is unsure please call leisure services on 01530 454755.
The team is looking at ways to host virtual classes so that people can take part from their own homes. Watch this space for further info.
We’re looking at the meetings we’ve got coming up and which decisions need to be made, reviewing what is essential and what can be deferred.
Our councillors are being kept up to date and we are anticipating legislation from Government.
The Police and Crime Commissioner elections due to take place on May 7 have been cancelled.
Ashby Tourist Information Centre will be closed for the foreseeable future.
Our most significant upcoming events are the VE Day event in Coalville Park on 8 May and Picnic in the Park in June. We have now postponed both of these events and intend to host them later this year.
