District council services
We have robust preparations in place and our priority is to keep all our key services running and support our communities in every way we can.
We’ll post regular updates on this page to keep you informed of how our services are running.
Please remember that services such as education, roads and adult social care are services provided by Leicestershire County Council.
Customer services and contacting us
Our customer services team is very busy and receiving lots of calls – so please be patient and avoid contacting us if your query is not urgent.
As of 25 March our council offices are closed to visitors in the interests of the health and wellbeing of staff and customers - we are prioritising phone and email contact.
Many of our services are available online through MyAccount - this is the quickest and easiest way to access the majority of our services.

Garden waste collections have resumed on a monthly basis. Every household in the district should have received a letter to advise you of your upcoming collection dates. Please see our webpage with further information about the collections.

Cardboard collections remain suspended. Read our advice on how to dispose of cardboard.
We have also currently suspended our collections of food waste (for the 2,000 households on the trial in Measham, Appleby Magna, Appleby Parva, Chilcote, Newton Burgoland, Snarestone and Swepstone).
All black bin, red box and blue bag collections are running as normal.
Please note, we are unable to take side or additional waste next to black bins. We are not able to offer this as we only have the staffing and operational capacity to empty black bins. We thank customers for their understanding.
Council Tax flexibility
In light of the coronavirus pandemic we've created some flexible options around how and when you pay your bill. These include allowing you to:
- Delay your first payment of the 2020 financial year until June.

Housing Advice and Homelessness
Housing advice is being undertaken by phone only. If you have nowhere safe to stay or are worried that you may be at risk of becoming homeless you can speak to us by calling freephone 0800 9520079 during working hours. You can also email email@example.com and we will call you back.

Please note that we are not able to issue food bank vouchers at this time but you can contact local food banks direct to ask for support.

Choice Based Lettings Update
We are only advertising social housing through our Choice Based Lettings Scheme on a limited basis. If any properties do become available and cannot be matched to someone in urgent need then they will be advertised on a Thursday as per normal.
We advise that people seeking housing check the website regularly to see if properties have become available. Please note that it may take longer than normal for bids to be processed and an offer to be made. Property viewings and tenancy start dates are also affected by the current situation.
New applications to join the Council’s Choice Based Lettings Scheme are still being taken although it is taking longer than 10 working days to process applications and review supporting evidence.
Parks and playgrounds
Our parks are open for everyone to safely enjoy. Other re-opened spaces include:
- Car parks associated with open space provision such as the car park at Coalville Park
- Hermitage Recreation Ground fishing lake
- Coalville Park tennis courts, skate park and multi-use games area (MUGA).
All playgrounds, outdoor gym equipment and park public toilets remain closed in line with Government guidance.
Everyone visiting parks and open spaces must follow the Government’s two metre social distancing guidance. You can also gather in groups of up to six, as long as social distancing measures are strictly followed.
Public toilets and car parking
Our public toilets in Coalville and Ashby de la Zouch town centres are closed until Monday 15 June.
The public toilets will be re-opened on Mondays to Saturdays with charges removed to reduce hand contact and the need to use coins at the entrances.
Car parking is free in our NWLDC car parks until Wednesday 1 July, when charges will be reinstated. Council car parks will remain free for NHS staff beyond 1 July and we will be linking in with the national website at www.nhs-freeparking.co.uk to provide this.
All on-street car parking enforcement will resume from Monday 1 June.
Coalville Market will be re-opening from Monday 15 June with social distancing measures in place.
The community leisure facilities in Measham, Ibstock and Castle Donington are also closed.
All the community classes our leisure services team runs are cancelled due to the social distancing policy that the Government has put in place. This includes our popular Steady Steps programme.
The team is working to let everyone know that classes have been cancelled, but if anyone is unsure please call leisure services on 01530 454755.
The team is looking at ways to host virtual classes so that people can take part from their own homes. Watch this space for further info.
We’re looking at the meetings we’ve got coming up and which decisions need to be made, reviewing what is essential and what can be deferred.
Our councillors are being kept up to date and we are anticipating legislation from Government.
The Police and Crime Commissioner elections due to take place on May 7 were cancelled.
Ashby Tourist Information Centre will be closed for the foreseeable future.
Our VE Day event in Coalville Park and Picnic in the Park in June have both been postponed with the intent to host them later this year.
