Local Plan Partial Review
When the adopted Local Plan was approved by the Planning Inspectorate, we were required to carry out a substantive review within two years, i.e. by February 2020.
We are now proposing to extend the timescale by which we have to submit this substantive review – through a process called a Partial Review. We believe this will allow us extra time to gather robust evidence to support our planning policies contained in the Local Plan, including:
- Housing need
- Employment land need
- Climate change
- Health and wellbeing
The Partial Review therefore seeks solely to amend Policy S1 (and supporting text) of the adopted Local Plan.
We are not proposing to make any other amendments to the adopted Local Plan through this Partial Review – more fundamental changes will be made through the Substantive Review which is being undertaken in parallel.
Consultation runs 20 November 2019 – 8 January 2020
The Publication version is the final stage of plan making before the Local Plan Partial Review is submitted to the Planning Inspectorate.
We have published the documentation for consultation – this consists of:

- SA Report Appendix A - Review of Relevant Plans, Policies and Programmes

We are now asking for your views on the documentation. The consultation accords with the Town and Country (Local Planning) (England) Regulations 2012, as amended.
In addition, to assist with the consultation process, we have also published:
Statement of Representations Procedure and Statement of Fact (PDF Document, 0.43 Mb) – outlining the details of the consultation
Statement of Consultation - Publication Version (PDF Document, 0.66 Mb) – showing the various stages of consultation undertaken up to this point
Statement of Common Ground (PDF Document, 0.5 Mb) – this has been agreed informally with each of the local authorities in the Leicester and Leicestershire Housing Market Area to support the Partial Review. Each authority will now take this through their own procedures for sign-off.

How Do I Respond?
Please return the completed consultation response form by the end of Wednesday 8 January 2020.

What can I make comments on?
You can make comments on the proposed new Policy S1 or the supporting documentation. The purpose of this consultation is for you to say whether you think the plan is legally compliant and ‘sound’. These terms are explained in the Response Form Guidance Notes (PDF Document, 0.48 Mb) document
After the Local Plan Partial Review Publication consultation period ends, we will consider all of the consultation responses received and may, as a result, make changes to what we are currently proposing. We will then submit that version of the Local Plan Partial Review for examination by an independent Government appointed Planning Inspector. We expect this to be by February 2020. All consultation responses received on the Publication document and supporting documents will be passed to the Planning Inspector.
We estimate that an examination in public will be held on the plan in Summer 2020 with adoption of the Local Plan Partial Review taking place in late 2020. However the timetable after submission is beyond our control and will be in the hands of the Government appointed Planning Inspector.
